I'm Loy O'Kelley — Senior Program Manager, Transformation Executive at KPMG US, and a retired U.S. Army engineer officer. Two decades of running things where the deadline was real and the consequence of missing it was somebody else's problem to explain.
I get brought in at the point where the status deck and the reality have visibly diverged. Programs that are over-budget, past deadline, or under-governed — usually all three, usually because nobody wanted to be the one to say it out loud. The work on day one is unglamorous and always the same: rebuild the RAID log, re-baseline what's actually true, reset the governance cadence, and get the train moving again.
That instinct isn't a consulting framework. It's from thirteen years in the Army, including two combat deployments to Afghanistan, where I ran concurrent operations whose deliverables were people and whose tolerated variance was zero. I commissioned as an engineer officer after coming up through the infantry as an NCO. Between the Army and KPMG I bootstrapped a technology consultancy, ran it for three years, and exited through acquisition — which is where I learned what it costs when the P&L is your own.
Today a large part of my work is figuring out where AI genuinely belongs inside enterprise delivery — and, more usefully, where it doesn't. I write about that on Insights. The through-line: machines draft, humans sign. Delegating the labor is fine. Delegating the accountability is not.

I lead concurrent multi-million-dollar transformation engagements across government, financial services, and healthcare — full lifecycle from discovery through hypercare, owning scope, schedule, budget, and C-suite escalation.
